Description
FP&C is seeking a Budget & Data Analyst to support the U.S. Department of Energy (DOE) with budget planning, financial management, data analysis, and business operations for the Federal Energy Management Program (FEMP) and related activities.

This position is responsible for tracking program expenditures, coordinating funding and contract actions, developing budget forecasts and scenarios, and producing financial reports and performance dashboards. The Analyst will also support travel and conference approvals, information management requests, and improvements to program processes and tracking systems.

The ideal candidate combines strong analytical capabilities with practical budget management experience, exceptional attention to detail, and the ability to independently coordinate multiple priorities in a federal program environment.

Key Responsibilities

Organize, maintain, and monitor multiple FEMP interagency agreements (IAAs), contract actions, funding actions, and annual operating plan (AOP) analyses; identify outstanding decisions, risks, and deadlines.
Coordinate with federal budget and program teams to identify priorities, define strategic action items, track dependencies, and support timely execution of planned activities.
Collect, validate, calculate, and align program impact and performance metrics; reconcile inputs across sources and explain material variances or inconsistencies.
Develop and maintain data visualizations, dashboards, spreadsheets, and briefing materials that communicate key performance indicators, budget status, and program results.
Prepare and analyze alternative budget scenarios, spending assumptions, forecasts, and funding options; identify gaps and recommend practical adjustments to execution plans.
Maintain accurate Program Direction spending trackers, including planned versus actual expenditures, available balances, commitments, and other program-specific financial information; verify transactions against spend plans.
Track travel requests, approval status, anticipated costs, and actual travel expenditures; maintain organized records and communicate upcoming actions or exceptions.
Draft, revise, and communicate program travel guidance and procedures in coordination with appropriate government stakeholders and applicable requirements.
Serve as a coordination point of contact for IACC, SCEP, and FEMP conference activities; assemble and track approval packages, participant and cost data, registration status, and post-event actuals as required.
Coordinate with CMEI budget, financial oversight, conference management, and procurement personnel on conference funding and approvals, registration payments, procurement paperwork, and associated spend-plan updates.
Prepare conference activity status reports, identifying pending approvals, near-term deadlines, unresolved questions, risks, and corrective actions; follow packages through the appropriate approval processes.
Support information management requests, data calls, budget inquiries, integrated reporting, and information consolidation, including assistance with responses to Congressional and Freedom of Information Act (FOIA) requests.
Enter, review, and reconcile financial and project information in designated program systems; maintain program tracking tools and update SharePoint resources, procedures, and standard operating procedures (SOPs).
Produce, proofread, edit, and format budget summaries, management reports, correspondence, operating plans, presentations, and time-sensitive executive briefing materials.
Coordinate planning meetings and multiyear planning activities; assess existing business management processes and recommend or implement practical improvements to systems, workflows, and reporting quality.
