Job description
Human Resources & Talent Acquisition Manager
About the Role
We're an OASAS-licensed outpatient substance use treatment program seeking an HR and talent acquisition professional to build our people operations from the ground up. This is a hands-on, build-it-yourself position: you'll create the HR infrastructure, lead recruiting strategy to attract and retain qualified clinical and administrative staff, and run both day to day. You'll work directly with senior leadership and have real ownership over how HR works here.
Talent Acquisition (replaces "Recruitment & Onboarding")
- Develop and execute recruiting strategies to fill clinical, administrative, and support roles, with a focus on hard-to-fill positions (CASACs, licensed clinicians, nurse practitioners)
- Write job descriptions and manage postings across job boards, LinkedIn, professional associations, and social media
- Build talent pipelines through partnerships with colleges, CASAC training programs, and internship/field placement programs
- Proactively source passive candidates and maintain a pool of qualified applicants for future openings
- Manage the full hiring cycle: screening, interview coordination, reference checks, compensation benchmarking, and offer negotiation
- Implement and manage an applicant tracking system (ATS)
- Track recruiting metrics (time-to-fill, cost-per-hire, retention of new hires) and report to leadership
- Strengthen employer branding and candidate experience
Onboarding & Pre-Employment Screening (new section, directly after Talent Acquisition)
- Run pre-employment screening, including OASAS Criminal Background Check processing, Justice Center Staff Exclusion List checks, and OIG/OMIG exclusion screening
- Verify licenses and credentials (CASAC, LMSW, LCSW, NP, etc.) and track renewals
- Coordinate new-hire onboarding and orientation
Required qualifications:
- Demonstrated full-cycle recruiting experience, including sourcing for clinical or healthcare roles
Preferred qualifications:
- Experience recruiting licensed clinicians or credentialed addiction professionals in a competitive market
- Familiarity with ATS platforms and LinkedIn Recruiter
