What will I do in this position if hired?

In this position, you will serve as a Program Analyst for FEMA Region 2, National Preparedness Division, Technical Hazards Branch. Typical assignments include:

Consulting with stakeholders to identify and document business and mission requirements that include the analysis of data requirements. Presenting analytic findings in briefings and reports to regional senior leadership, other Federal Agencies, state/territory emergency management officials, private sector and general public.
Formulating recommendations, data policies, procedures, or plans to solve problems or to interpret conditions. Preparing briefings, status updates, options papers, and decision memoranda for senior leadership to address problems and activities of a non-recurring nature that cannot be specifically defined or predicted in advance.
Providing senior management officials with relevant information required to plan for Federal response to an extensive range of national emergencies. As required, communicating and coordinating with other Federal, State, local, tribal, territorial, non-governmental organizations, and private sectors, and other groups to ensure an effective and comprehensive execution plan for a coordinated response to major event occurrences.
Coordinating with various FEMA entities to ensure completeness and accuracy of documents. Working closely with project managers and subject matter experts, to review database changes and updates to ensure consistent access to relevant data. Working with senior level managers on policy design, development, and implementation.
Fostering and maintaining professional work relationships both internally and externally and serving as liaison and coordinator with organizations, individuals, internal and external partners.

What else do I need to know?

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

Performing emergency management work including managing, coordinating, and executing Federal emergency all-hazards preparedness activities.
Developing and analyzing guidelines to make recommendations and provide advice, assistance and creative solutions on matters for which guidance does not exist.
Managing Continuity and Devolution procedures and processes.
Integrating file management with devolution partners and analyzing, developing, and disseminating methods to improve the effectiveness and accuracy, adequacy and timeliness of information and systems to regional managers.
