IT Data Management - Senior/Specialist (ITDM-SS/ETS)

This position leads the work of the EDD DBA team, and is responsible for the appropriate analysis, design, development, implementation, and maintenance of all traditional databases used at the Health Care Authority. This position must consider the architectural constraints set by the manager of EDD and the architecture team and make appropriate recommendations for the design and implementation of traditional databases. As the senior level specialist in the agency on the use of traditional database technologies, this position must ensure that the DBA team keeps databases updated and maintained, deprecating and retiring non-operational and non-compliant databases, and comparing existing deployments to the design standards set by EDD.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Duties
Some of what you will do:

Guide staff in creating and implementing traditional database solutions with new processes and frameworks, delivering valuable, adaptable, scalable solutions for complex business tasks.
Implement databases using enterprise data architecture and standards.
Design and develop traditional databases. Convert business requirements into logical and physical data models for traditional databases.
Incorporate human-centered design concepts to enhance services and tools for end users.
Advise management, IT staff, and business partners on change requests, needs assessments, systems analysis, architecture, and design for traditional databases.
Provide technical advice and guidance to senior managers and technical resources in the creation and implementation of data standards and architecture.
Develop and manage roadmaps, standards, patterns, and best practices for database administration which support agency strategy.
Analyze business intelligence data and make recommendations for growth and change of traditional databases.
Research, analyze, propose, design, and deliver standards and frameworks that are appropriate for agency's business and technology strategies for traditional databases.
Make platform decisions that are based on enterprise significance, business impact, risk management, and organizational considerations.
Monitor regulatory guidelines, compliance guidance, and emerging industry standards to assess their impact on the platform and its products.
Lead platform redesign or modification efforts in line with business improvement initiatives.

Qualifications
Required qualifications:
This experience may be concurrent:

Four (4) years of experience and demonstrated ability in architecture, developing and implementing technical solutions utilizing Microsoft SQL Server.
Four (4) years of database development and administration experience, including relational database design and modeling, writing SQL queries and stored procedures.
