Job Description
The New York City Office of Labor Relations (OLR) is seeking two Assistant Negotiators to join its Executive Division, which is responsible for representing the Mayor in negotiating and implementing collective bargaining agreements with the City’s over 350,000 unionized employees. Under executive direction, with latitude for the exercise of judgement, knowledge and experience, assists the Commissioner of Labor Relations (OLR) in assigned areas of labor relations including collective bargaining, meditation, fact-finding and contract administration.

Duties and Responsibilities:

- Consults with and advises the Commissioner, First Deputy Commissioner, Associate Commissioners, and Assistant Commissioners on labor relations problems to which assigned.
- Assists the chief spokesperson or lead negotiator in collective bargaining negotiations with unions and employee organizations. May lead negotiations with small bargaining units or on more minor labor-management issues.
- Acts as labor relations consultants to city agencies.
- Acts as liaison with other oversight agencies including DCAS, OMB, FISA-OPA, and Law Department.
- Assists the Commissioner, First Deputy Commissioner, Associate Commissioners, and Assistant Commissioners at meetings held with agency heads or labor groups. When designated, represents the Commissioner, First Deputy Commissioner, Associate Commissioners, and Assistant Commissioners at such meetings.
- Assists in the preparation and presentation of cases on behalf of the Office of Labor Relations at fact-findings hearings and/or arbitration proceedings.
- Drafts and reviews of contracts, agreements and other terms of settlement.
- Build and maintain positive labor-management relationships.
- Collaborate with legal counsel on labor and employment matters.

Minimum Qualifications

1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or

2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above; or

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.

Preferred Skills

Experience: - Minimum of 2-5 years of progressively responsible experience in labor relations or collective bargaining. - Experience in public sector labor relations is strongly preferred. Knowledge & Skills: - Knowledge of federal, state, and local labor laws and regulations. - Proven conflict resolution skills. - Ability to analyze financial and workforce data to inform bargaining strategy. - Excellent written and verbal communication skills. - Strong organizational and strategic planning abilities. - Ability to handle sensitive matters with discretion and professionalism.
