Resp & Qualifications
PURPOSE:
Responsible for analyzing all tax-related tasks within the Payroll Department to ensure compliance with Federal and State regulations. The Payroll Tax Analyst will also be responsible for maintaining policy and procedures to tax compliance related tasks and works closely with Payroll Technicians, ADP, HRIS, IT, HR and Financial Departments to ensure tax compliance. This individual will also work on special projects as assigned.
ESSENTIAL FUNCTIONS:
Administer the ADP Tax Service process to ensure accurate tax payments. including all configuration and testing. Create and maintain all tax rates within PeopleSoft and ADP. Perform regular audits on various payroll tax set up and functions. Resolve problems and discrepancies that are revealed during the audit process. Respond to all tax correspondence in a timely manner. Analyze and implement changes resulting from the tax correspondence. Meet with decision makers, system owners, and end users to define business requirements and system goals, to help identify and resolve Payroll Tax system issues. Manage the annual W-4 process and the W-2 upload and employee distribution process, including reissue requests. Assist with all year-end processing activities. Oversee the testing and implementation of the tax updates into the payroll system to ensure compliance with all regulatory reporting agencies, federal, state, and local governments. Ensure comprehensive documentation of tax processes and audits.
Audit the employee tax and withholding information in the payroll system to ensure accuracy and compliance with federal, state, and local jurisdiction laws. Work within the HR systems and ensure data integrity for payroll tax information. Develop and facilitate tax training support for all Payroll Technicians. Assist in the development of payroll policies and procedures. Assist in all external and internal audits by providing required tax data and forms.
Remain current on changing Federal, State and Local regulations and legislation that may affect payroll taxes. Perform required tax research using all necessary research tools available. Analyze and implement changes related to new and revised tax laws that relate to the nature of our business to ensure compliance with Federal, State and Local regulations

Develop and maintain the knowledge and skills necessary to perform position responsibilities. Evaluate and suggest improvements to internal processes to reduce costs and increase efficiency and accuracy.
SUPERVISORY RESPONSIBILITY:
Position does not have direct reports but is expected to assist in guiding and mentoring less experienced staff. May lead a team of matrixed resources.
QUALIFICATIONS:
Education Level: Bachelor's Degree in Accounting, Finance, Business or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Licenses/Certifications Preferred:
Certified Public Accountant (CPA).
Experience: 5 years payroll tax processing.
Knowledge, Skills and Abilities (KSAs)
Ability to break down complex processes into simpler parts for analysis.
Excellent communication skills both written and verbal.
Skill in collecting and analyzing complex data.
Skill in completing assignments accurately and with attention to detail.
