Construction Management Field Manager

What will I be doing?

Coordinate with Metrolinx Health & Safety (H&S) to act as a safety role model across an assigned department of delivery works.

Identify and mitigate construction resources and other constraints.
Walks the construction sites, evaluates design information, and reviews drawings and specifications
Identifies any deficiencies and non-conformances with the contract and construction documents and ensures any appropriate documentation is prepared.
Coordinates and assists in reviewing and analyzing the completed site progress reports for comprehensive and high-quality photo and quantity logs and recorded site activities.
Support the Senior Manager in recommending changes to project delivery plans and identifying areas of improvement to be implemented in relevant business and operating processes.
Support positive collaboration through strong working relationships and communication between business units and departments.
Represent the field construction management team at meetings with stakeholders, such as consultants, vendors, Metrolinx executives, and senior management, to provide construction input associated with the field construction service improvement projects or service extensions.
Contribute to the development, recommendation, and implementation of scope, policies, and plans with construction management, standards, technical requirements, infrastructure and system development, constructability design reviews, change management, and Request for Proposals or Request for Quotes (RFPs or RFQs), in conjunction with established KPIs.
Support the Senior Manager in leading the development of operational plans for the functional operation of the field construction management by providing actionable recommendations on strategies and implementation options.
Monitor various projects’ construction progress in delivering the assigned program delivery portfolio’s objectives on time, within budget, and achieving anticipated business results.
Monitors risks, constraints, and contingencies to avoid additional project costs, penalties and delays and makes recommendations regarding changes and risks.
Develops an analysis of the construction progress of the assigned portfolio of projects gathered through meetings, reports, contractor submission reviews, and schedules.
Provides constructability advice for project scope to ensure safe operation of revenue service adjacent to construction sites, ensuring compliance with relevant safety requirements and railway operating rules & instructions.
Support coordination between project delivery teams, Operations, Rail Corridor Access and Control (RCAC), contractors and third parties to ensure safe execution of work within an active railway environment.
Coordinate and influence project teams, consultants, contractors, railway operators and external stakeholders to resolve construction, safety and operational issues.
Support possession planning, access coordination, commissioning activities and construction staging in a live rail corridor while minimizing operational impacts.
Champion safety leadership through regular field presence, safety observations, contractor engagement, incident reviews and verification of corrective actions.
Review construction work plans, risk assessments, commissioning plans and contractor submissions to verify readiness for execution and compliance with Metrolinx requirements.

What Skills and Qualifications Do I Need?

Bachelor’s degree or diploma in an Engineering or Construction Management, Planning, or Architecture field or a related field, specialized certification, or a combination of education, training and experience deemed equivalent
Demonstrates experience in public or private sector construction management services in infrastructure projects, including transportation, transit, highways and/or building/facilities projects. Experience as a construction manager in the rail sector, either stations, tracks, bridges, overhead catenary systems, signaling or communications.
Experience in construction management, construction contracts administration, fieldwork, and construction inspections.
A valid Ontario Class G driver’s license is required to travel to various site locations. Must meet and maintain the corporate standard for a good driving record.
Canadian Rail Operating Rules (CROR) certification and/or qualification will be considered an asset.
A valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) will be considered an asset.
Ability to arrange priorities and escalate competing risks to meet deadlines with input from leadership.
Must have demonstrated experience effectively relaying and receiving critical and technical information (written and verbal) to varied audiences.
Must have a good understanding of multi-discipline engineering and construction projects.
Expert ability to work collaboratively in a structured, disciplined, technology-driven environment.

Work Conditions

This role is primarily site-based with some office presence required. Frequent, regular and consistent site presence at project site locations is required.

Required to work evenings, nights and weekends on a rotational basis, subject to call-in during emergencies and to assist with accident investigations.

Works outdoors in all weather conditions and at all hours of the day or night.
