Position Summary: The Office of School Health (OSH), a joint program of the New York City Public Schools (NYCPS) and the Department of Health and Mental Hygiene (DOHMH), is responsible for promoting the health of the 1M public, non-public, and charter students enrolled in approximately over 1,600 school buildings in New York City. Services to students include case management of chronic health problems, preventive health screening, urgent care, and medication administration.

The Executive Director of Operations for the Office of School Health (OSH) serves as an operational leader responsible for aligning strategy, systems, and resources to support OSH’s mission of promoting the health and wellness of NYC students. The Executive Director plays a central role in managing and navigating the NYCPS and DOHMH interagency partnership. This includes shared responsibilities for finance, contracts, human resources, and procurement and interagency agreements (e.g., MOUs), requiring close partnership and alignment with both NYCPS and DOHMH operational teams.

The Executive Director will work closely with all levels of cross-functional teams, supporting the operations of short and long-term projects and standards, interdivisional alignment and coordination, and management of fiscal, contractual, and human resource priorities to ensure that the infrastructure, staffing, and funding mechanisms across agencies are aligned and functional to meet the evolving needs of OSH programs and services. The Executive Director will manage daily team operations, oversee internal and external systems and allocate resources as needed to enable the OSH to meet its system-wide goals.

The Executive Director oversees a cross-functional team and advises on long-term planning, operational execution, and compliance. Performs all related work.

Reports to: Assistant Commissioner, OSH

Direct Reports: Director of Contracts, Director of Finance and Director of Human Resources

Key Relationships: OSH (Assistant Commissioner, Senior Executive Director of Implementation, Innovation and Strategic Planning, Chief of Staff, and program leaders), NYCPS Central offices (Finance, Contracts, HR, Legal, DHR, DBOR), and DOHMH Operations and Fiscal units.

Responsibilities

Operations Leadership and Interagency Collaboration:

Establish and lead an operational agenda aligned to OSH’s programmatic priorities and goals.
Lead cross-agency coordination efforts between NYCPS and DOHMH, ensuring shared OSH operational goals are met.
Primary liaison between OSH and NYCPS/DOHMH on finance, contracts, HR, and operational matters.
Represent OSH in meetings to ensure seamless coordination and operational alignment.
Lead development and implementation of operational systems to support leadership in strategic planning, decision-making, and interagency coordination.
Oversee the creation and management of MOUs, cost-sharing agreements, and joint implementation frameworks to support co-funded and co-managed services with DOH and vendors.
Serve as operational advisor on interagency fiscal and personnel matters requiring joint review or action.
Maintain and improve operational infrastructure for tracking HR, budget, and contract activity.
Ensure compliance with all city, state, and federal mandates, and respond to audits and inquiries.
Develop tools and systems to improve transparency, efficiency, and accountability across operational functions.
Human Resources and Workforce Planning:

Lead HR processes across NYCPS lines, including recruitment, selection, hiring, onboarding, and staff transitions.
Forecast staffing needs and lead personnel planning to meet programmatic priorities through partnership with programmatic leads.
Advise and assist management on complex fiscal matters, budget considerations, transfer of funds, headcount analysis, and other fiscal matters
Develop systems and processes to track staffing trends, manage vacancies, and support talent development.
Implement human resource policies, advancing a service-oriented culture designed to attain high levels of staff satisfaction.
Finance and Budget Oversight:

Oversee OSH’s budgeting, monitoring, and fiscal compliance and develop reports analyzing staffing transactions and budget implications for senior leadership.
Lead the annual budgeting and planning process; administer and review all financial plans and budgets; monitor progress and changes and keep leadership abreast of the financial status for each of their program offices.
Audit expenditures within to ensure compliance with NYCPS staffing and budgetary guidelines; identify areas of concern and follows up with program teams to ensure that issues are addressed effectively and in a timely fashion
Work in conjunction with divisional leadership and DBOR to manage the New Need process.
Conceptualize, build, direct, and administer analytical and predictive financial models to address business questions and needs; align budgets and forecasts with organizational priorities to ensure integrity.
Manage joint funding agreements, including coordination of city tax levy, state, and federal funds.
Partner with DOHMH and NYCPS budget offices to develop, submit, and manage financial plans.
Contract and Procurement Management:

Lead procurement strategy for OSH, including oversight of NYCPS and DOHMH contracts as needed.
Ensure compliance with NYCPS SOPM, DCP, and DOHMH procurement regulations.
Strategize, develop, and implement procedures for improved contract management and administration in compliance with NYCPS policy; advocates change and participates in key policy discussions as appropriate.
Lead the annual contract renewal process for all OSH contracts. This includes ensuring contract closeout, extension, and renewal.
Coordinate closely with vendors, DCP, and internal teams to monitor contract performance and address issues.
Oversee the development, maintenance, and updating of the OSH consultant and contract databases.
Oversee purchase orders, changes, updates, and general information regarding purchases and contracts are entered into databases accurately and updated regularly.
Partner with program leadership review and recommend approval/changes for Requests for Authorization (RFAs) initiated by DCP for pending OSH contracts.
Qualification Requirements:

Minimum

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

Preferred

Experience with NYCPS systems (Galaxy, NYCAPS, FAMIS, etc.)
Master’s degree in Statistics, Economics, Public Policy, Public Administration, or a related field.
High level of proficiency with a wide range of analytical and presentation tools.
Highly proficient in Microsoft Office 365 applications.
Ability to maintain team structures and a framework of support to optimize staff capacity, accountability, and professional development.
