Third Party Oversight Coordinator

Duties

You will serve as a Third Party Oversight Coordinator and be responsible for serving as a subject matter expert for auditing commercial vessels, operating companies, Third Party Organizations (TPOs), and Recognized Organizations (ROs).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Serves as a subject matter expert for Coast Guard third party oversight programs, International Safety Management (ISM) Code, International Maritime Organization (IMO) Code for ROs (RO Code), ISO 9001 Standards for Quality Management Systems, Coast Guard Mission Management Systems (MMS), and the following vessel alternate inspection programs: Alternate Compliance Program (ACP), Maritime Security Program (MSP), Streamlined Inspection Program (SIP), and Towing Vessel Safety Management System (TSMS). Serves as a subject matter expert on statutory inspections and certificates conducted and issued by TPOs on behalf of the Coast Guard.
Leads activities in support of the Coast Guard's third party oversight programs, to include the observation of ISM audits of operating companies and Vertical Contract Audits (VCA) of ROs and TPOs; reviews of RO and TPO databases; monitoring activities; the quality review of Marine Information for Safety and Law Enforcement (MISLE) activities; and data collection and trend analysis in direct support of the Flag State Control Division (CG-CVC-4) at USCG Headquarters.
Leads audits of U.S. flagged vessels that participate in alternate inspection and quality programs. Provides recommendations, advice, and guidance to governmental and maritime industry leadership, including operating companies, ROs, and TPOs, regarding the Coast Guard's oversight of U.S. flag vessels enrolled in alternate inspection and quality programs.
Acts as the Commanding Officer's and Flag State Control Division's (CG-CVC-4) representative with respect to independently determining satisfactory adherence to required international and domestic rules and standards and instruments; evaluating corrective action plans; and ensuring the satisfactory implementation of corrective measures.
Must receive certification as an ISO 9001 or ISM Code lead auditor within the first ninety (90) days of being employed in the position.
Qualified by a recognized government or industry standard as an advanced journeyman marine inspector or marine surveyor.

Qualifications

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Experience leading audits of U.S. flagged vessels that participate in alternate inspection and quality programs.
Experience leafing the implementation of inspection policies and procedures for new international conventions and standards, U.S. laws and regulations, industry standards.
Experience serving as a subject matter expert in conducting and leading inspections of all vessel systems determining and ensuring compliance with applicable regulations and standards.
