Duties

Serve as the ICB Program Analyst and planner for Security Cooperation (SC) concept and initiative design and partner nation assessments.
Ensure the integration of non-material ICB (Institutional Capacity Building) efforts into SC plans to enhance partner nation ability to absorb, apply, and sustain capabilities provided under SC activities.
Facilitate projects to be integrated in a wide range of SC plans to address military operations.
Provide innovative approaches to achieve results and establish performance indicators in support of portfolio and regional plans for defense logistics functions, defense institution building, budgeting and acquisition, and counter-corruption.
Recommend a sequenced and integrated set of non-material and material assistance to collectively develop capability and capacity across a nation's interconnected security sector institutions.
Develop comprehensive performance monitoring indicators to track progress and recommend course corrections to ensure the integrated set of projects achieve results according to the proposed theory of change for a desired effect.
Analyze program management and implementation information requirements to develop reporting systems.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
SC2I3 - This is a Key Security Cooperation (SC) position based on the duties and responsibilities.

The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification related training requirements in the SC Functional Area (FA) within the timeframe associated with the position's SCW certification level:
SC Assessment, Monitoring, and Evaluation (FA) Expert/Advanced Level
--1 year (Awareness/Foundational); 2 years (Practitioner, Expert/Advanced); and complete certification-related continuous learning requirements IAW the National Defense Authorization Act (NOAA) 2017, Title 10 United States Code, Section 384.
Incumbent of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
Must attain DoD (SCW) Expert Proficiency Level Certification and complete related continuous learning requirements IAW the (NDAA) 2017, Title 10 United States Code, Security 384 and SC Certification Program 2.0 requirements.
Requirements for Proficiency Level 3 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better.
Incumbent must complete DoD SCW Expert level certification requirements within 2 years of entering this position. In addition, 80 hours of continuing education (CUE) every two years.
IAW DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
Mandatory Drug Test is required.
