Are you passionate about building a team from the ground up? We are seeking an experienced HR, Compliance & Recruitment Manager to help launch and grow a new Early Intervention (EI) agency. This is a hands-on leadership role responsible for recruiting top talent, developing HR systems, ensuring regulatory compliance, and supporting a high-performing team dedicated to serving children and families.
Key Responsibilities
* Lead full-cycle recruitment for Early Intervention staff, including therapists, service coordinators, and administrative personnel.
* Develop and implement onboarding, orientation, and employee retention programs.
* Create and maintain personnel files and HR documentation.
* Ensure compliance with New York State Early Intervention regulations and all applicable federal, state, and local employment laws.
* Develop and update HR policies, procedures, employee handbook, and compliance protocols.
* Manage credentialing and employee licensing documentation.
* Oversee background checks, health clearances, I-9 verification, and mandatory trainings.
* Maintain HRIS and personnel records with strict confidentiality.
* Partner with leadership on workforce planning, performance management, and employee relations.
* Assist with audits, surveys, and regulatory reviews.
* Build scalable HR systems to support the agency’s continued growth. Startup HR leaders often establish recruiting, onboarding, compliance, and HR infrastructure simultaneously while supporting rapid hiring. (FirstHR)
Qualifications
* Bachelor’s degree required; Human Resources or related field preferred.
* 3+ years of HR, recruiting, or compliance experience.
* Experience in healthcare, Early Intervention, OPWDD, behavioral health, home care, or a related field preferred.
* Strong knowledge of employment law, HR compliance, and recruiting best practices.
* Exceptional organizational, communication, and leadership skills.
* Ability to work independently in a fast-paced startup environment.
* SHRM or PHR certification is a plus.
